Busia County Assembly

The County Assembly Service Board is established under Section 12 of the County Governments Act, 2012. The Board is responsible for managing the affairs of the County Assembly Service, including appointments, promotions, transfers, and discipline of staff of the Assembly Service.

Service Board

The Board is chaired by the Speaker and comprises the following members as constituted in the Third Assembly.

Hon. Fredrick Odilo Wafula

The Speaker of the County Assembly serves as the Chairperson of the Service Board by virtue of office.

Member — Majority Party Rep.

Hon. Majority Representative

A member of the Assembly representing the Majority party, nominated by the party to serve on the Service Board.

Member — Minority Party Rep.

Hon. Minority Representative

A member of the Assembly representing the Minority party, nominated by the party to serve on the Service Board.

Member — Public Service

Public Service Representative

A person of recognized experience in public affairs nominated by the Public Service Commission to the Service Board.

Secretary to the Board

Clerk of the County Assembly

The Clerk of the County Assembly serves as the Secretary to the Service Board and Head of the County Assembly Service.

Mandate

Functions of the Service Board

📋 Staff Management

Responsible for appointments, promotions, transfers, and discipline of all staff of the County Assembly Service.

💰 Budget Oversight

Preparing and submitting the Assembly's budget estimates to ensure adequate resources for Assembly operations.

🏛️ Assembly Administration

Overseeing the general administration of the County Assembly offices, facilities and support services.

📚 Capacity Building

Facilitating training, development and capacity building programmes for both members and staff of the Assembly.
